First Home Owner Boost (FHOB)


Eligibility criteria

To be eligible for the FHOB, first home buyers must satisfy the eligibility criteria of the existing First Home Owner Grant and the additional eligibility criteria for the FHOB.

The amount of the FHOB depends on the type of transaction and when the relevant contract was entered into or building commenced. For details, click here.

Additional eligibility criteria for the FHOB

a) Established home being purchased
  - the contract is made between 14 October 2008 and 31 December 2009 (inclusive).
b) New home being purchased
  - the contract is made between 14 October 2008 and 31 December 2009 (inclusive);
  - the home must have never been previously occupied as a residence, including occupation by the builder, a tenant or other occupant; and
  - it must be the first sale of the home.
c) New home being built under a building contract
  - the contract to build is made between 14 October 2008 and 31 December 2009 (inclusive); and
  - construction must commence within 26 weeks of the contract being made; and
  - the contract must specify a completion date for building work within 18 months of the construction commencing or if not stated construction must be completed within that period.
  Note:
In special circumstances, the Commissioner may extend the period for commencing and/or completing construction. A written application setting out the circumstances should be made to TRO prior to the expiration of the relevant period.
d) New home being purchased ‘off the plan’
  - the contract is made between 14 October 2008 and 31 December 2009 (inclusive); and
  - the contract if made between:
     
    -
14 October 2008 and 30 June 2009 inclusive, must specify that the purchase will be completed on or before 31 December 2010 or if no date is specified, the purchase must be completed on or before that date;
 
    -
1 July 2009 and 30 September 2009 inclusive, must specify that the purchase will be completed on or before 31 March 2011 or if no date is specified, the purchase must be completed on or before that date; or
 
    -
between 1 October 2009 and 31 December 2009, must specify that the purchase will be completed on or before 30 June 2011 or if no date is specified, the purchase must be completed on or before that date.
  Note:
In special circumstances, the Commissioner may extend the period for commencing and/or completing construction. A written application setting out the circumstances should be made to TRO prior to the expiration of the relevant period.
e) New home being built by an owner builder
  - construction (i.e. laying foundations) must have commenced between 14 October 2008 and 31 December 2009 (inclusive); and
  - the home must be completed within 18 months of commencing construction.
  Note:
In special circumstances, the Commissioner may extend the period for commencing and/or completing construction. A written application setting out the circumstances should be made to TRO prior to the expiration of the relevant period.

Ineligible transactions

The FHOB will not apply when a:

  - Contract to purchase or build a home replaces a contract made before 14 October 2008 to purchase the same home or to build the same, or a substantially similar, home.
  - Contract was made, or in the case of owner builders construction commenced, before 14 October 2008.
  - Contract was made or, in the case of owner builders construction commenced, after 31 December 2009.

Making application for the FHOB?

To apply for the FHOB for an established home, first home owners only need to complete the First Home Owner Grant application form (F-HI-001).

To apply for the FHOB for a new home, first home owners will need to complete:

  - the First Home Owner Grant application form (F-HI-001); and
  - Addendum to the First Home Owner Grant application (F-HI-004).
